A workforce development system is the array of organizations, policies, and programs that government and employers have put in place over the years:

• to help assure their citizens get education and training required for good jobs,
• to match job-seekers to employers in the labor market, and
• to help firms solve human resource issues in ways that contribute to economic growth.
